Abstract
The Global Fragility Act of 2019 (GFA) is the first United States government-wide initiative to prevent and reduce violent conflict in fragile countries and regions. Authored and passed through Congress with strong bipartisan support, the GFA mandates an unprecedented interagency process to identify root causes of conflict and stabilize conflict-affected areas.
In the spring of 2020, the Keough School sponsored a virtual roundtable discussion with representatives from the US Department of State and Department of Defense, as well as the US Agency for International Development, which are leading the government’s implementation of the GFA.
Faculty from the Keough School and two of its institutes—the Kroc Institute for International Peace Studies and the Pulte Institute for Global Development—presented insights on designing and implementing strategic monitoring and evaluation (M&E) in fragile states. This policy report summarizes key insights and recommendations from that consultation.
